01 - Mix ground beef, soy sauce, sesame oil, brown sugar, minced garlic, grated ginger, chopped green onions, egg, breadcrumbs, gochugaru or red pepper flakes, and black pepper in a large bowl until evenly blended.
02 - Form the mixture into small meatballs, approximately 1 1/2 inches in diameter, and arrange them evenly on a parchment-lined baking sheet.
03 - Preheat the oven to 400°F. Bake the meatballs for 15 to 20 minutes or until fully cooked and golden brown on the exterior.
04 - Whisk together mayonnaise, sriracha sauce, rice vinegar, sesame oil, honey, soy sauce, and lime juice in a small bowl until mixture is smooth and uniform in texture. Adjust seasoning for desired heat and sweetness.
05 - Transfer cooked meatballs to a serving plate and either drizzle with spicy mayo or serve the dip on the side. Garnish with additional chopped green onions as desired.
